Check out Jakoba (www.jakoba.com). It is a great solution, extremely easy to use,very fast to implment and very affordable no matter if you have 40 or 3.000 employees. Their goals management is very strong as well.

I don't know how large your organization is, but the KeyneLink system is great for aligning group and employee goals, metrics, values etc., and uses a regular "progress meeting" approach to keep everyone focused, provide two-way feedback on what's working well, what's getting in the way and so forth. It's quite intuitive, transparent, and allows leadership to see how things are going before it's too late to make course corrections.

First of all, I'd recommend you use a tool that clearly maps exactly what the employee goals are and how exactly they are achieved. Once you have this clear, shared understanding the rest will fall in place.

There are probably different solutions depending on you size, what you want to integrate, and what existing computer platforms you have. I started the process I lead by developing a detailed workflow process and a detailed et of requirements that any solution I choose would have to meet. I wanted to have a fully integrated solution from organizational goals, employee performance planning and reviews, and compensation. I also wanted integrated talent management that had competencies and learning system integration. It had to also be administrated locally and have "Ipod simply" UI so that training and roll-out would be manageable and the whole system would be easy to use for managers and employees. I wanted a system that had goal cascading and alignment. So a lot depends on your size, time frame to implement, functionality desired, and money to spend. If I can be of any help, let me know.
