The first thing to do would be to protect your idea. Get a patent if your idea is mature enough to complete this. Trade mark any names that would be used for this idea and register the domains associated with the names.
After that you need to find a outsource development team you can trust. Ensure that you have them sign an NDA as well as a “no compete” contract to give you some legal leverage if they try to steal your idea. Ensure that the contract you sign with the developers states that the work they do is YOUR intellectual property and keep the source code.
Sorry for the thinly-veiled plug here, but what type of development team you need will depend on what type of concept you have. Some firms may concentrate more on the mechanics of your system, while others will direct their energies toward the visual/user interface design. You may find yourself using companies on both sides of that spectrum, but full-service web design firms like mine specialize in helping people with no web industry expertise take their idea from concept to completion, covering both the back-end engine and visual design (not to mention marketing of the concept to prospective customers). We cater largely to the Portland and San Francisco areas, but there are probably competent firms near your city as well, if you prefer to work locally.
