What you’re describing sounds like the basic premise behind Knowledge Management (KM) solutions. To differing degrees depending on the complexity of the systems, information is collected, aggregated, and made available to users who need it later.
Through the use of tagging, ranking, and advanced search and retrieval analytics, users seeking information are matched up with the information they're looking for if it’s available.
Certain collaboration platforms like IBM Lotus Quickr with Lotus Connections are now beginning to employ this functionality and integrate it with Electronic Content Management (ECM) as a data source.

I think this idea is probably best adapted as part of a larger succession planning strategy. The trouble with "learning histories" is that they may no longer be relevant to a role at a later date.
It's better to identify key strategic roles, and potential successors to those roles early and develop an inclusive strategy that enables the successors to step up to the plate quickly if individuals leave.
