Lead nurturing ideas for funding agencies?

I recently took a contract job helping a funding agency revamp their marketing campaigns and start a lead nurturing program. They work, primarily, with startups and small businesses of less than 25 employees. What types of lead nurturing ideas would you have for their target market? They've been able to capture some names from their website, but they don't have a huge list built up. What do you think? How should they go about growing their names base, and nurturing contacts?

A well-targeted Google Adwords campaign (employing best practices around compelling offers, relevant landing pages, and minimal forms) should bring in some qualified leads.

Also consider joint webinars where you partner with publications that target small businesses and entrepreneurs. The publication will promote the webinar to their mailing list, and you get all the registrant data. Make sure that the subject and speakers are compelling enough to draw a crowd. This is not cheap.
