I believe it is really difficult to draw the line not only for LinkedIn but also every other major social network. In its essence, software innovation is one of the most important features that makes a social network more appealing than others.
For their hiring solutions specifically, it was the combination of both. The technology that offered nice features such as importing your LinkedIn data to the application page instead of typing every field manually. It was also backed by its social features such as people in your connection who can refer you for the position.
The lines are blurring but, at least historically, LinkedIn is a social network. Their market power and presence is driven by their network & community, not their technology.
That could certainly change over time, but at least for now I'd still very much refer to them as a network.
