Am based in the UK, so can't help directly. However our business is outsourcing, so feel qualified to comment. Depends on how big the project is: if it is really small, hire a temp or students, use NDAs etc. to cover the data security issue. If it is a lot bigger, do a rapid Request for Proposal/ Quotation process to select a provider. I'd be a bit wary about offshoring it given the data sensitivity, unless you know the supplier well. Also, if you are even remotely connected with the military, you have US Export Licensing to consider: transmitting data outside of US boundaries qualifies as an export, and you would need an export licence. Hope this helps.
Why not insource with temps instead? It gives you far more control over the data, and if it is a small project it will be more cost effective.
