If it is in your niche and the page in question has high PR then you can benefit from it. However if search engines detect a high proportion of reciprocal links with consistent "spammy" anchor text then you could get hurt.
Don't have just about any reciprocal, go for relevant high PR pages and ensure that your primary keyword or secondary keyword get injected as anchor.
You Should Be Fine With Reciprical Links as Long as it is Not on a Link Farm.
Contact Other Web Site Owners and Ask Them Nicely if They Would Be Interested in a Link Exchange.
When it Comes To Page Rank Don't Be Fooled By So Called SEO Company's That Provide Links From Pages With a High Page Rank, They Often Come From Internal Pages With No Page Rank At All. Check and See if They are Using Google Adwords and Get a Link That Way Using The Google Content Network.
Also Don't Make The Mistake of Only Linking To Your Home Page, Link To Other Pages as Well, Google Treats Each Page Like it is a Separate Domain.
Something Google and The Other Search Engines Love The Most and Are Better Than Reciprical Links, are One Way Back Links To Your Sites, That is Where a Site Links Back To You And You Don't Link Back To Them at all We Provide This Service At http://HighRankings.org
Don't look for reciprocal links. Google is looking for them.
Key question, what would you do if Google wasn't around?
You would not do a whole bunch of reciprocal links. You would only do it for a few highly selected firms.
If there is a firm that is closely related to yours and mutual links would benefit both of you, why not? Some rank would pass.
Say, you have a real estate site and someone else has a mortgage site. You guys can benefit each other. You can't get a house without a mortgage and you can't get a mortgage without a house.
The main thing is that reciprocal links should be a tiny portion of your link profile.
I'm not a big fan of reciprocal links. We just did a blog post that explains why these links are not a good idea, and also another post on what types of links you SHOULD get :) Enjoy

Do not think reciprocity. Think relevance.
Google is all about relevance and frowns on links for the sake of links.
Only link to content that is relevant to your site and forget about placing links on non relevant sites.
Best of luck,
