Is it viable to view cloud as NextGen IT, A-A-A or NextGen Train-of-Thought?

From a recommender or influencer perspective, it is practically viable to accept that "Cloud Computing is "The Next Generation IT, Anywhere, Anytime, (by) Anyone"? Especially in today's demanding though seemingly constricted IT and Services market! Or it is the need that drives the way Cloud Computing will be used and a New Innovation Landscape of IT? I ask this question as I reflect on my upcoming paper entitled "Cloud Computing: The Next Generation IT, Anywhere, Anytime, (by) Anyone". Any ideas are greatly appreciated and thanks for the same.
