If you look at a distressed company, you will see that every department is reviewed to see where cost cutting can be implemented. The head of each department does not have to be a financial expert to know which services or functions can be reduced or improved for cost efficiency.

The quick answer is that finance is associated with record keeping and accounting for what the other functions are doing. Finance tabulates the results of sales by the sales function, the results from spending by each function and provides reports to management on these financial results. However finance also provides much "workflow" in administrative functions such as paying bills and invoicing customers, transactions that are initiated by other functions.

In a larger sense, finance takes on roles that cannot be performed by other functions such as banking, employee benefits and payroll, compliance functions, managing audits, preparing tax filings; the list could go on and on. This essential work is needed to keep the business running and cash flowing to where it is needed.

Finally, at the general management level, the finance manager is a key member of the exective team providing an advice and control function over major decisions. In this function, business and financial planning are key roles played by senior financial managers.
