I have a e commerce website and currently have it hosted with Godaddy, but have been running into issues with them being able to provide sufficient connectivity for my database. I am very unhappy and need to find a new solution that can offer me quality reliable service at a fair price.

I feel your pain with GoDaddy.
I recommend BlueHost.com. I have been using them for years. Their interface is extremely simple to use, feature rich, and well laid out. When you do have a question they almost always answer within seconds of calling and every support person seems to know the answer to every question I have ever had. I've been using Media Temple for the last couple of years and I must say that I'm happy with their service. The part that I like most about Media Temple is their control panel which keeps things wonderfully organized that most web hosting companies don't. http://www.mediatemple.net
Having said that a few of my acquaintances host with Bluehost which Keith has referred to above. I've heard Blue Host is good too.

It is not hard to find decent Shared hosting provider. The only thing you should do is to avoid the oversellers that provide "all unlimited". My suggestion also is to stay away from those companies you'll see in the so-called "top hosting" websites. Most of those websites are junk and do not provide objective consumer reviews. I'll suggest a very good method to find a web host. Go to datacentermap.com and choose data center located in your area. Then call them and ask who from their customers to address to get a good shared hosting.

I agree with not going with whm or cpanel as they are only third party add-ons to dedicated boxes so when the box goes down, everything goes down. However, there are a very few large business class providers with their own proprietary panels that do provide the security, updates, etc. that are essentially VPS... but more advanced...
