It is important to create your Google Plus account (or any other social media account) even if you're not ready to staff it. One main reason is name availability. All you have to do is look at Netflix's failed attempt to launch Qwikster on Twitter. Some kid had the account and there was a huge backlash from it. So it is important to sign up for all of your social media accounts qwickly (yes, pun intended).

However, it is important that you don't promote your page before you are ready to staff it. Creating and promoting are different. Don't drive people to your page if there is no content to engage them.

That's great information Brian. I did not know about the Qwikster story but good to know. We are a small organization but have been using tools like HootSuite to work with our social media. I am hoping that they integrate with Google+ very shortly.

Qwikster basically died because of the negative backlash from that pre-established Twitter account that featured an image of Elmo smoking a joint. Here's an article about it on Tech Crunch: http://tcrn.ch/nVaty8
