I think first you have to understand the difference between "Hosted" VOIP and "Premise" VOIP.
Hosted is easy and fast to set up but is dependent on Internet speed and reliability. Premise VOIP PBX uses the traditional phone lines but gives you tremendous features over traditional equipment. I would recommend you talk to a company, like ours, that offers both and start to get an idea as to which is best for your situation. Best,

Yes, you should only consider VOIP. The products that are on the market today are better than the legacy equipment being sold. All of the advances and integration with other products will be done in the VOIP space. I suggest you will have to be careful because there are a lot of companies in the VOIP space that will not be there in a few years. We sell 3com VCX, Adtran, and Cisco because they are reputable and will be there for a long time.
You might consider the Adtran 7100 since it is a 1U device that contains a 24port POE switch, router, VPN firewall, and 100 user phone system for $5k + phones and installation.
