Hi Michael,
This is an interesting question, as the answer explains why IT guys have the Simpson's-Cartoon-Guy-character-like reputation they do.
IT guys are expected to fix problems, but are almost always the last ones to be consulted about new technologies being used by employees.
For example, sales executives, managers, and directors who are using new, bandwidth-heavy applications to fill their pipelines and complete daily business tasks don't typically check with IT to see how these activities will affect the network. Remote conferencing, social media usage, employees working from their home office--these are just a few things that can significantly tax a network, creating bandwidth issues and increase data security risks.
In addition, IT departments must upgrade software and hardware to will support these changes, and figure out a way to integrate them into a room full of old technology and legacy systems--and do all of this with a smaller budget than is needed.
It's a big job!
