Like most IT-and-the-business questions, the answer is: It depends
Why is it being suggested?
There needs to be a clear problem that people in the organization have recognized, and the new IT stack needs to solve that in a way that doesn't just create new problems.
When is it being suggested?
Trying to suggest a new stack on day 3 of your employment is probably a non-starter, unless your mandate when hired was to do just that.
How is it being suggested?
Lots of time and effort and expense has gone into whatever stack the organization is using now. Recklessly suggesting that the current stack is garbage and that so much good would come from a new stack will be taken in a not-so-positive light. These things tend to be taken personally, because skill sets and "sweat equity" are involved.
Be sure, whatever improvements you're looking to bring to the table, that you do so in a way that is mindful of existing staff, that you clearly articulate a viable business case, and that you socialize it in such a way that your credibility is not undermined.
