If you lose your personal PC, you lose your cookie recipies, photos and memories. If you lose our work PC, depending on the records you store locally, you could go out of business.
Compare what you do at home versus what you do at work. Some people game at home and only word process at work. In this case, the more powerful PC is needed is at home. If you only do eamil at home, but CAD at the office, you obviously need to more powerful machine at the office.
Generally I would recommend a more robust system for the SMB. Remember, the SMB is running a business and making money on the work PC.
For a general purpose (email, internet browsing, document preparation) PC, there is really no difference and will probably be based strictly on cost and a recognizable brand name. As Kevin Wood mentioned in his response, you will want to purchase the PC based on the intended use of the PC, just as you should for any asset investment. Another consideration would be for any device that you may need to connect to the PC.
The differences come from what Kevin also mentioned about the business impact of losing data on the PC. You should consider a backup device and its associated software utility to protect the data as a backup copy and to be able to recover the data if a restore is required. There are also subscription based services that will handle the backup for you.
