Is there a tool where you can check relevance of your ad keyword and website before putting it on Google?
(This question was asked at last week’s Focus Interactive Summit: Smarter Search Engine Marketing.)
I have some low quality scores for certain keywords and Google says the reason why is keyword relevance. But my keyword is very relevant to the page and ad content. Is there a tool where you can check relevance of your ad keyword and website before putting it on Google?

This is a great place to start. I would also recommend to check out YouTube for some tutorials on how to Test Adwords.

I have read your question several times over and will try to answer based on what I understand. Low quality scores are typically a result of poor conversion, which may not mean the same as relevance to you in your campaign. Depending on what you have implemented in picking your keywords (broad match, negative match, and other advanced options are available) there is a keyword matching option in the Adwords Help Centre.
That being said, I think what you are asking is how to gain a competitive advantage in your keywords and then what tools will help you to see how they are advantageous. For this you would analyze competitor sites and compare your list to theirs. There are many tools that reside in a browser such as SEOMoz, or you can do a URL comparison on seodigger.com. One of the best ways to illustrate the differences is with tag clouds on your keywords. If you use GoogleChrome wordcloud is a great application you may want to try.

I'm sorry to say but there is often a large gap between what you feel is relevant keyword to that page and what Google calculates as relevant to the page.
Its easy enough to adjust content and ad copy to make it more relevant to that keyword or you might just have to accept a lower quality score.
