Was Google fair to bury their Chrome download page in search results for 60 days?

Google demoted Chrome's Pagerank after the revelation of a marketing campaign that paid other bloggers to create generic posts which linked to a video touting Chrome to small businesses. As such, Computerworld has confirmed that a search for "browser" no longer shows Chrome as the second item on the first page of results but instead Chrome download page is now found as the sixth item on the fifth page. Although I did a personal search with my Firefox browser and found a paid link at the top of the second page.
How do you think this reflects Google's attitude towards their own SEO guidelines and what message are they sending out?

Sure. Chrome is growing like crazy, they don't need the negative publicity surrounding the promotion of Chrome on their own 'neutral algorithm based' search engine. The trouble with Google is that they provide a basic internet need, but want to make money off of it.So far so good, but when they offer products like competitors do -and- promote those products on their own platform, then the trouble starts.
The penalty placement of Chrome is only a drop in a bucket, but a positive one in the public eye: that's all that Google needs to keep Chrome growing. Most of the growth has come from word of mouth and promotion on their homepage anyways.
