I think you'll find that "technology" companies are the most common implementation partner of CRM systems - Perhaps a Microsoft partner or a Salesforce.com partner. But the most important thing to keep in mind is that CRM is merely a tool - just like you wouldn't rely on someone who makes and sells hammers to build your home, your CRM partner must have deep experience in Business Process Optimization and the business area you want to address with CRM such as Sales Force Management, Customer Service, Call Center Management, Product Support or Marketing Management. Consultants who are directly experienced with those business areas will help you align your processes with the function of the software.
One comment I hear frequently is that "our business is so unique we need a specialized CRM system". While it's true that there are many unique businesses and industries, beginning with a flexible platform such as Microsoft Dynamics CRM or Salesforce.com will allow you to get exactly what you need/want specifically customized for your particular business.
