Backlinks are links on other sites that lead to your website. Back in the day these were the biggest form of increasing traffic to your site. Now they are one factor in SEO ranking. Google sees backlinks as one website recommending another website.
Having too many backlinks over a short period of time can hurt your SEO ranking. This is how some spam SEO Ranking Sites get your link to the top of Google. This is often short-lived and does more damage than good.

Great question and an important one so allow me to expand a little on Brian's comment above.
There can be outbound and inbound links. Both types are considered backlinks. For example, you write an article, or a blog post and in it you include a link to another article, blog post or Website. That would be an outbound link.
An inbound link is when someone includes a link to one of your web properties (i.e. a Website, blog post, article in a directory, etc.). The more inbound links that you have to that URL the better.
More links back tell the search engines that what you have to offer is more relevant to a person's search for that subject or keyword than someone's web property with fewer links back.
You can think of it as a popularity contest. Or referrals. The more backlinks that you have, the better are your chances of ranking higher in the search engine results. The search algorithms are much more sophisticated than that of course. They also measure how popular the site is that linked back to yours, the relevancy of the anchor text in the hyperlink (backlink), etc.

@Brian,
Not sure how having too many backlinks over a shot period of time is bad as one would expect this when launching a new product, have a blog post go very viral, or many other factors.
Perhaps Google weighs links based on where they come from. 1,000 directories not as important as 1,000 blog backlinks.
Backlink = Link + Back. Links from other sites pointing to your sites.
