I think both play an important role. In my opinion most hiring should be done by internal recruiters who know the culture and hiring managers the best. External recruiters can get to know their clients well, but recruiters that work in-house live the culture and know the in's and outs the best.
For super-strategic and hard to find roles, then I think it should be highly considered that an external resource be leveraged. External recruiters can go after employees at your competitors and are "usually" much better equipped to find the true passive candidates that can often be the best hires for highly strategic roles.
Think of internal recruiters as a match making service, and headhunters as just that - finding a needle in a haystack.
This does not mean that external recruiters can't be matchmakers and internal recruiters can't be headhunters, but this is the norm from my years of experience having done both roles. Internal and external recruiters are usually not the same kind of people with the same skills set.
