I've done both (including run a company that provides contract .Net developers). A lot of it depends on how you want to use the developer. The reality is that cost can be very similar (when you fully load the cost). And loyalty is not really that different (after all, a full-time employee can leave just as easily as a contractor). What you tend to gain from a full-time person is intimate knowledge of the application that he/she is developing or maintaining and the corresponding business. But what you can lose in return is flexibility. Since you will likely be hiring someone with specific skills, if you later need to do other development, that developer may or may not be experienced in the other area (whereas you could always hire another contractor with these skills). The other down side is that over time the developer's expertise in current .Net technology could fall behind.
