Some of the best "HR Industry" publications - ones that we should all be keeping up with - do not come from the HR Industry. I pay more attention to some of these than I do the HR-centric publications.
Harvard Business Review
The Wall Street Journal
The Economist
The New York Times (Business Section)
Mashable (yes, a technology blog)
Fast Company
and of course my all-time favorite: http://www.hrfishbowl.com
Can I maybe give you an international perspective on this one too?
www.xperthr.com is a great source of information (some free, some paid for)
www.cipd.co.uk is the UK equivalent of SHRM and has revamped their website recently
and finally,
www.hrzone.co.uk (you need to register, but it is free)
And as others have mentioned HR blogs are also a great way of getting opinions and insight from other people.....like Charlie!
William picks a great 5 to start with. I would add to find some blogs that you can get insight from and set up a Google Reader full of them to keep you in on what other HR pros have to say.

Also check in to your state workforce commission website. For instance, in Texas it's called the Texas Workforce Commission, http://www.twc.state.tx.us/. Every state has their own commission, and some of the statutory requirements around employment law supercede the federal employment law requirements (i.e. California). So, it's a good idea to check into your state's commission website.
