The only contract program I've come across are in the proposal kit. (affiliate link: http://www.proposalkit.com/affdir/1692.htm )
I have had clients use their system and the wizard.
It is really difficult to have an open source Contract Management System;
Reasons being
1) You are talking about handling critical information and high level secure data of an organization, and you would not want to give that for a open source system.
2) It is a very people-oriented system, which has not yet been automated to that point.
