First, I'd like to answer this question in the reverse and, that is, what can folks do to ensure they do NOT halt their career development? The first and foremost item is to perform to the expectations of your role (and even beyond those expectations) and be committed to doing a great job every day; seek out opportunities to expand and grow your skills and learn as much as you can about your company and how you can add value with your skill set. Being energized and motivated in your role and looking for ways to continue to add value will ensure your career is not halted. People tend to halt their career development when they do the opposite of these things; that is, when they do not perform to expectations, are not committed to their role or their company and are not enthusiastic about their own growth and development.
Halt your career. Not sure why someone would want to but I am sure there are reasons.
There are levels of job performance. To succeed, you must put your level to 110 percent of expectations. You must exceed what is expected to have people rave and speak openly about your abilities. If you wanted to trash this then I suggest underperform. Check in at about 75 percent. Quick nosedive.
Also you must participate within your sector with people that can influence your career. These are people that will speak about you and start building some viral growth to your life around you. To tank this, speak to no one. Live in your cubicle and be that creepy person people walk all the way around to get a drink of java.
Certainly do not consider an advanced degree either because that could really advance you.
