For a hybrid event, hire a virtual emcee. The role of the virtual emcee is to serve as the "connective tissue" between the on-site and digital audiences. The emcee is stationed at the on-site (physical) event, so that s/he can give digital viewers a "taste" of what it's like (and what's happening).
The virtual emcee can conduct interviews with experts (or passersby) and can take questions from the digital audience, and have on-site attendees answer them. Believe me when I say that an effective virtual emcee will result in a more engaged digital audience.

One other thing that I think helps a lot is to use your live audience to help drive attendance for virtual participants. When you're tuning in as a virtual participant, your engagement skyrockets when you know (or better yet can see) your co-worker or personal connections actively learning.
The absolute best attendance acquisition strategy for hybrid is to leverage the networks and influence of your live attendees.
