What are the biggest steps to promoting a learning culture in the workplace?

We want to emphasize that training never stops, and promote a culture of constant learning. What are the most important steps to get this trend going?

To promote a learning culture you need to link your compensation plan to training (Example: When employees complete all required training for their role they get a raise or a bonus, or, as employees complete college degrees or certifications they get a salary bump. Additionally, you need to revise your performance mananagement program to include training as a KPI, and when promoting internally consider each internal applicant's support of training as a criteria for consideration.

The best organizations (according to ASTD) spend between 4%-5% of their gross revenue on training and developing their employees. Set a reasonable requirement that every employee complete at least 40 hours of training each year, and make sure line managers get evaluated based on all of their reports completing that requirement.

I would say that from a leadership standpoint, you have to have leaders at the top of the house that are willing to share their own learning journeys, including being willing to learn from their direct reports. When good leaders promote productive conflict and encourage people to challenge their ideas, then demonstrate they can grow from the process, learning happens not just in training, but throughout the culture. On the other hand, if the C Suite is full of yes men, and the CEO has to be the smartest guy in the room, the culture will probably be one that signals time spent learning =time that is wasted, and creating a true learning culture will be far more difficult.
