When things are running smoothly, even a rank and file
could sit and pose as CEO... you won't really notice.
But then, imagine a not-so-good scenario...
what do you think should a Leader do to get things back in order
and have everyone enthusiastically focus on objectives?

A clear communicator, able to convey the vision of the company through all channels to customers, employees and vendors. When Steve Jobs spoke, everyone stopped what they were doing and listened. Too many CEOs seem like they are just hiding. They certainly have something to say or they would not be in their position. They need to find the channels to effectively communicate the vision without the marketing and PR folks filtering it. Boldness is required.
A great CEO is a visionary who inspires and also communicates. He or she does this by caring about his or her employees as well as customers. The individual has a good attitude, the ability to articulate clearly, and a passion for the company, industry, employees, and customers. Above all, a great CEO creates a culture where people want to excel and exceed expectations.

Totally agree with Jesse, leadership qualities are best highlighted in critical situations.
Though in terms of a small business these situations emerge often.
In a small company nearly everything depends on the CEO: is s/he fair? able to keep temper? does s/he have a strong in belief in what the company is doing? know ins and outs of the industry? able to foresee the events?
Drive and passion.
The characteristics of a great CEO are, mainly, the values that build trust:
• Acceptance: Who you are is okay with me
• Openness: Gives and asks for feedback freely
• Congruence: I say what I mean and mean what I say
• Reliability: I do what I say I will do.
In addition they must have two further abilities; the ability to communicate effectively; and the ability to motivate.
Plus they must have a vision, and the ability to articulate that vision.
It would also help if they can walk on water – or at least have their followers believe that they can!
