What are examples of email marketing applications?
My boss wants us to start sending out bulk email promotions. I know that our personal mail client has a limit of how many we can send per day- what are some examples of software that can handle this?

You're right, most email marketing solutions will either have an escalating charge based on the size of your list or limits on the number of emails you can send in a month with higher prices for higher limits.
SalesNexus.com is the only solution I know of that allows unlimited email sending. It also has auto-responders, web 2 lead capture and full blow contact management.

It depends on whether you have the expertise on staff to take care of your own email application, or you want someone to handle the back end for you.
For example, you can buy http://www.autoresponseplus.com/ for $197 and send all the email you want to as many different lists as you want. However, you need to host it somewhere and you need someone with the knowhow to run the application. I suggest you spend some time on their site and learn what is involved.
An example of a hosted option is iContact. Again, you can have as many lists as you want and send as many emails as you want. You pay a monthly fee based on the size of your list(s) and quantity of email. All you need to know is how to load the email, choose the list(s) to which you want to broadcast the email, and hit the send button.
