What are the fundamental things that need to go into an email preference center?
Should I put in a newsletter? Any promotions? What are some good ways to get my clients to not unsubscribe?

I agree with Scott. Hopefully your messages are relevant to the audience. If so, you decrease the chance they will unsubscribe. Relevant content comes in a number of forms. Relevant case studies, thought leadership, news compilation to the target audience... You find the right info to present, you will build loyalty among your subscribership.
In my experience, the best preferences centers give the subscribers control over both content (i.e. educational, promotional, partner emails) and frequency (e.g. daily, weekly monthly).
But the best way to keep subscribers to to give them what they want. That is, provide them with relevant information.
