What are some effective talent management systems?
We have a growing PR firm and are looking for a talent management system that can specifically help with applicant tracking and recruiting. We really need this software, but don't have much of a budget for anything extravagant. What talent management system would you recommend for a small but rapidly growing company?

Recruitment is not talent management, it's talent acquisition. Talent Management starts after recruitment, as it's about managing talent you have not talent you want.
There are a lot of decent recruitment software tools out there, but be careful of falling into the "keyword vetting" trap - it rules out a lot of top notch applicants.
