Cooling is where you can really make the most difference in power use in the data center.
The biggest bang for the buck in the cooling world would be air side economization. Second to that would be Hot/Cold isolation. Other inexpensive things that can be done yet still have a return would be to do an air flow analysis and plug all of your leaks and keep the cold air blowing only where you need/want it.
