I believe a distinction has to be made: are you talking about technical tips coding-wise or for a company how wants to enter the app market with their product?

In both, however, it strongly depends on industry and core business.

It depends on your motivations for "getting on the bandwagon". It also depends on the nature of the application you hope to develop, and what your long term plans are for iterating on the product. It also depends on how highly you value your own time, and whether advancement of your C# programming skills is a desired outcome.

For example, if you have no plans to iterate on the product once released, your primary motivating factor is the almighty dollar, and you are not releasing an app to increase your own skillset and thus, your value as a developer, then you should outsource the development.

The answer to your question is highly circumstantial, and without further information it would be difficult, if not impossible, to provide an answer that fits your situation.
