Here are some suggestions that you might find useful:

1. Notify all employees that you will be conducting performance reviews during a certain time period.

2. Ask all employees to complete a self evaluation of their performance in the last year prior to meeting with their supervisor. In this self evaluation they should include areas for development. Once this evaluation is completed they should give a copy to their supervisor.

3. Meet with your supervisors prior to them conducting the actual reviews so they understand your internal processes. Meaning deadline for returning forms, expectations for performance ratings, salary increase budget and effective date of salary increases.

4. Once the performance review period is completed you might consider providing summary data of the process for your management.

5. Lastly a few months after the process is completed you might want to ask your employees and supervisors what could be done to improve the process for next year.

Hope it helps.

It is also helpful and insightful to gather 360 degree feedback on your employees from a representative sample of work partners - customers, peers (internal and external to your group/organisation and sub-ordinates). The feedback can be verbal/written and where appropriate confidential. Useful aspects the feedback can cover are (a) how your employees have supported others (b) what others' appreciate about your employees contributions and/or style of working and (c) what others see as development opportunities.
