Mostly all cloud providers have an auto back-up provisioning process which help them restoring data/apps/others in case of any kind of outage.
Like AWS has DB Backup and EC2 Snapshot services. Cloud vendor's data center is always has e DR site, where all these backups get stored and can be downloaded by the respective customers, as and when required.
Above point address an unplanned outage scenario and in case of planned outage by vendor, they will serve proper intimation to their customers and made the service available from other DR site location for uninterrupted services to the end customer.
