By acting with a sense of urgency yourself. And 'acting with a sense of urgency' has less to do with long-hours than it has to do with a behavior that reflects the value of constantly striving for excellence. If you don't want people to get 'burned out' by acting with a sense of urgency, then it has to be a constant way of doing business vs. an event-driven response.

An interesting question with a multitude of implications, but here are a couple of thoughts. First, ensure your folks know what your (business) value set is relative to supporting business goals. If you’re the CEO, this is easy because the two should be the same. If you are a manager, then you must align your (business) value set with that of the corporation so the two are indistinguishable to your employees. The purpose – they must see consistency in your actions to support the company as a model to emulate. Second, bring them “into the fold”. By this I mean that you should share sufficient information with them about an issue so they can see how they fit into the bigger picture of being part of the solution. Help them see how they “win” when they band together to make the company “win”. You will never be able to eliminate ‘urgent situations’, but you do have the ability to control how your employees respond by establishing a good foundation based upon teamwork - shared sacrifice and shared success.
