Is it CRM or HR software that you want? CRM focuses on tracking interactions with contacts and marketing to them. HR software has functions related to resume management and search, categorization of resumes based keywords or role, benefits management, etc.

As Susan says, it really depends upon what functionality you need from the system. Sites such as http://www.crmusersguide.com that allow you to select specific features and return a list of vendors that meet (or come closest to meeting) all the required functionality. Be sure to possible vendors for a demo and references before you purchase.
I'd not make a definitive decision without talking to the Salesforce.com Foundation, which makes Salesforce.com services available at little to no cost to non-profits, educational institutions and other organizations. There are a few CRMs available for the higher education industry. Intelliworks, Talisma, and Hobsons are a few of the popular "industry-specific" systems, while Microsoft and Oracle also have CRM products that focus on the education industry.
Requirements gathering is your next step. You need to figure out exactly what you need the system to do, who needs to use it, and what back end applications it needs to integrate with. After that, start engaging with vendors and furthering your search. I've always recommended that people demo at least 3 different solutions before making a final decision.
