Interesting question and probably more pertinent than a lot of people would think, based on a survey we did with Duquesne University's Small Business Development Center a few months ago.
One of the things the survey showed was how companies -- many of them small -- were using social media marketing. Respondents reported many positive effects from their SMM efforts, including an increase in brand awareness, leads, and sales. That said, I'd also suggest a more direct approach: Pay-as-you go email marketing. If you've got a small list, that's the cheapest way to go rather than paying a start-up or set monthly fee. Some programs will let you sign up for free, play with the software and not charge you until you actually fire off your emails.

I would like to ask you, what kind of products do you sell, and, does your product market target only a certain group of people, gender, age group, or a particular season, or hobby? Learning more about what you market will help me to know whether or not, if I may be of assistance to you.
I agree with Elaine. A little more detail of what your market focus is (and how big), and what current resources you have available would really help people give better answers.
Also, by marketing do you mean building brand awareness, lead generation/nurturing or both? There are a number of options in your budget range that might help achieve these, and some things you can do for free, but in the end remember, your time really isn't "free", so you need to factor the time cost into things as well.
