Joking aside, several variables affect successful click-through rates (CTR). If you are sending emails to an engaged member list, the CTRs should be higher. If you are sending to a broad audience, then a lower CTR might still be considered successful.
Your industry of business has an effect on what you might consider a successful CTR. Also, what the offer you are sending has impact on CTRs. Winning something, like an iPod will have higher CTRs than a Webinar.
So to answer your question, you should measure success against your own company. Once you have data based on email performance, you can start basing success on past performance. Doing so, will help improve future performance.
