SPD is a developers tool to brand SharePoint, build custom workflow, connect to external data sources, and do some editing of your site.
People often get confused between SharePoint and SharePoint Designer - especially when it comes to training. If you are new to SharePoint, you get SharePoint end user training. You build SharePoint IN SharePoint, and use Designer to make it pretty and do fancy / complex stuff. You can build sites using Designer, but you need to make sure you know what you are doing.
For 99% of the user base, normal SharePoint is all you need to do collaboration and document management.
If you're not sure, check this out. If you understand the code in it, you can use SharePoint Designer.
