Shock / Drop is the most commonly utilized feature.

The 2 most common causes of device death are immersion and a drop onto a hard surface.
Personally I do not worry about immersion, dust, scratches or humidity.
I have however dropped my cell non rugged phone getting out of a car. You pray that the screen will not be broken or that it will shatter into multiple pieces.
With a rugged device this is not an issue.
To meet the Mil-Std-810F standard for ruggedness the device must be tested and survive multiple drops from varying heights onto a hard surface.
Where we do not all go swimming with our mobile device, we all will at one time drop it when we least expect it.
If it is certified rugged, it will survive.
