Hi James,
I'm not sure what industry you are in but California has a program that provides training dollars for employers. Check out: http://www.etp.ca.gov/eligible_ent.cfm As with any public agency, there is a measure of paperwork here to get these grants but you may be surprised to learn that large corporations take advantage of this program to keep their employees up to date on key changes in their industry or to retrain workers.
