What is a good online HRIS program?
Our current HRIS program is extremely outdated and we want to upgrade to a new web-based system. What are some good online HRIS programs? I need one that has good applicant tracking and resume and interview management, manages employee information (pay grades/raises, positions held, status changes), and does complete integration with payroll. I need one that is extremely detail oriented and that I can customize to meet our needs.

Depending on the size of your company and budget there are some great options. Workday is a great system. However, I have placed many of my clients with InfinityHR. They are extrememly affordable and easy to work with. InfinityHR is a complete and secure web-based human resource management system that provides extensive automation of all HR-related activities.

I wouldn't use anything but Ascentis HR or Payroll. Their employee self service and manager self service is also amazing.
We implemented Ultimate Software's "UltiPro" in Jan 2010. It's a core HRIS including payroll. Thus, we replaced our ADP payroll with UltiPro. It's a Saas model, very easy to use, very intuitive. The ee and mgr self-serve are great. It comes with modules and we are implementing Recruitment (ATS) in Sept. I would highly recommend you check UltiPro out!
If you truly want to customize as you've stated, you'll need to stay away from the SaaS model since that is configurable but not customizable. To customize you'd have to buy a system and do the customizations in house.
I'm an independent consultant and for several of my recent clients did extensive market scans. I'd recommend looking at Nuview Systems, which can be an in-house or SaaS deployment. They have all the modules you mentioned and it's easy to navigate with excellent functionality. You didn't mention your size or whether you are global, but Nuview has excellent global features as well.
The market has consolidated in the large ERP area and it doesn't sound like that's what you're looking for - but if it is, Oracle and SAP should be considered.

There are a lot of great HRIS solutions in the marketplace. Your organization's size, IT strategy, unique HR/PR needs, etc, all may impact what kind of solution is best for you. SaaS solutions offer great functionality while maintaining a predictable cost model. These solutions are web based. HRO solutions are great too for companies looking to focus on their core competencies while managing a single vendor for back office systems such as HR/PR.
For a company that provides both, check out TITAN Technology Partners @ www.ttpartners.com. You are looking for their GPS offering.
I can reco PeopleSoft system. However it's weaknesses appears in terms of labor law while using worldwide.
