What is a good reason for NOT implementing an email marketing campaign?

Everyone seems to be buzzing lately about email marketing and how it can help your business. I was just wondering what some reasons are for not implementing an email marketing system? Why would you argue against it?

The only reason I can think of is that you don't have a high quality list of people who have opted in to receive your emails.

If you haven't been actively collecting the email addresses for people that opt into your communications by subscribing to a newsletter, buying your services online, participating in a discussion group or downloading something they value form your site, then you're one step (at least) behind in the email marketing game. Assuming you have a quality list, you owe it to your business to keep 'touching' them with the occasional informative (i.e. not outright spam) email.
