I have tried over a dozen hosting sites over the years. It always seems that as soon as I move one of my domains to a new hosting provider they start to experience unusual outages. I always check uptime at Netcraft.com which publishes a monthly report of the best hosting providers based on uptime.

I can recommend my current hosting provider, medialayer.com Very fast server response time and no outages since I started hosting there in January.

My 2 cents on the subject: :)
I would also look for a host who supports over a wide scope of services as well as has a reasonably short average response time for support tickets...one which has a stated 24x7 support and a support line where you can call in cases of emergency or just for the comfort and convenience of talking to a human in real time :).
