What have you found to be the best way to communicate with job applicants?

Do you prefer to keep in phone contact with job applicants, or do you you use email? Do you communicate rejections at all?

I use a myriad of methods because it really depends on each individual applicant. Email is a great way to get a one-on-one conversation started but connecting via Twitter is a great way to reach A LOT of job seekers at one time! I use a blog to write about questions that come up frequently from job seekers and then advertise my blog on LinkedIn and Twitter. When I'm recruiting for a specific vacancy, however, I typically try to keep it as personal as I can, starting with the phone, but I also use email as a secondary source of communication. I like to communicate non-selections in writing so the job seeker has a tangible source of information. This keeps the employer's selection process "honest" in the eyes of job seekers and comes back to the employer in a positive way for future job announcements!
