Scott, I know a lot of people will disagree with this definition but this is how BraveNewTalent (and I, since I wrote it) define Talent Communities:

It might be easier to define what a talent community isn't. It's not an email database, an Excel file with social media links, or a resume bank. And let's be honest, it's impossible to define something that nearly everyone in the social recruiting space is still trying to figure out. At BraveNewTalent we define a talent community this way:

"A Talent Community is a place, sometimes online, that is created for targeted, qualified individuals to engage with company representatives to develop a sustainable pipeline for sourcing, recruiting, training and development."

My question would be as a org. perspective what should be the approach to go for talent community whether they should go for developing there in-house platform or they can use platform that is already a big hit's like Facebook , twitter , focus and many more.MY next question would be whom they should target they should start with the internal people and then slowly they will move to external , or they should go with both approach parallelly.. Would appreciate help in this regard..
