Following HTC's latest investigation into claims that its phones store users’ data and leak them to internet-enabled apps without their permission, there seems to be a gap between how far technology has played in the development of the smartphones versus the security that has been implemented to date. How far is this gap and how much more needs to be done?

It's currently the wild wild west in mobile security. There are tools which are available, both at a personal/consumer level and at an enterprise level. In the first case, most people don't take advantage of them, perhaps because the threats are not well understood, or because the restrictions are not desired.
In the second scenario, budgets, immaturity/newness of products, and a lack of support by management are all factors in the low implementation of mobile security tools across most organizations.

The Wild Wild West is an excellent analogy, because the rules are still being developed as far as security for mobile devices is concerned. As with all new technologies, everybody wants to look at features before they look at limitations. Your precautions should be based on the type of information being stored. Some information is pretty innocuous while other information (credit information, health care information, etc.) has federal regulations (and federal consequences for the compromising of that information) tied to it.
