Buying a franchise is starting a business and both involve risk. You would choose a franchise because it has a ready-made operating system and an established brand. All you pretty much need to do is invest and execute. This option is also chosen by people who have less experience in a particular business or industry. You have less flexibility to 'do you own thing'. The franchisor usually offres some level of support too.
Your own business requires you to do all the work and build your own brand from nothing. Everything is up to you and provides you with all the flexibility you can stand. Can be much less expensive to start and operate but you are on your own 100%.
