I would say there is CRM strategy e.i. strategy in business improvement by Management of Relationships with Customers rather than just strategic CRM. CRM strategy by definition comes from business development and marketing areas and deals with market and subjects outside enterprise.
Sometimes the strategy of process of CRM implementation is called as a CRM strategy. Such example of you may find in wikipedia http://en.wikipedia.org/wiki/Customer_relationship_management CRM strategy defined by this way deals with subjects inside enterprise.
There is not good idea to name CRM tool (salesforce.com, DynamicsCRM, etc.) as a strategic CRM, as tool itself can't describe any strategy at all.
