For international releases, it depends on the nature of the news you're planning to issue.
As a general rule, for product launches, service upgrades and other product-related company news announcements, I usually recommend PRNewswire (they have strong international social media distribution options, too). If it's a more business or finance-focused news release (e.g. M&A activity, earnings, sales announcements, etc.) BusinessWire is usually the best bet on an international level.
There are some great wire services that are a bit more cost effective than PRN or BW (e.g. PRWeb, PRLeap, etc.), although they tend to drive more value domestically as opposed to internationally.
Another good option is Marketwire and they do a great job incorporating social media.
I've used a few different wire services and I like Marketwire for the service and value. Not as big as PRNewswire or Businesswire but Marketwire has some nice social media features coupled with very competitive pricing.
